I think it relates to issue #304, we moved framerate control from CCDirector to each platform, but haven’t implemented it on android yet.

@Carlos A video on youtube will be appriecated! Today I run the tests on HTC G6, it looks smoothly at about 40 fps.
On the other hand, I just fixed #322 in this commit, fps control on win32

Please use master, it merged the commits from 0.99.5 yesterday. You can drop upto-0.99.5 branch now.
